#M3 eastbound/northbound between J12 and J11 near #Otterbourne. 2 lanes (of 3) are closed due to a collision. Delays of 20 minutes; 4 miles of congestion, almost back to #M27. Ambulance Services are just about to leave scene.

This rider was detected by #VanguardRST at 84mph in a 50 limit in fog whilst not wearing protective clothing ? He also had an illegally small plate fitted. Summons to court for the consideration of a disqualification, & a £100 fine for the illegal plate #Fatal5 – excess speed
